Foreign Office, February 27 1914. WITH reference to the letter from this Office of the 14th February, I am directed by Secretary Sir E. Grey to transmit to you herewith copy of a letter from the Colonial Office, expressing the concurrence of the Secretary of State for the Colonies in the suggestion that the proposal to provide for the accession of colonies to the Opinm Convention subsequently to ratification should now be abandoned.

In these circumstances, Sir E. Grey considers that it would be advisable to defer the deposit of His Majesty's ratification at any rate until the remaining colonies and dependencies have adhered to the convention, provided, as is anticipated, that they raise no objections to doing so.

The Colonial Office bave been asked to obtain the views of the acting consul- general and British agent for Zanzibar by telegraph.
